When a project is in the upcoming phase, it is in the earliest development phase. We often capture these projects through municipal minutes, which means specific descriptions are rarely available. Normally, there is only a client, client consultant and/or a project developer associated at this stage. In this phase, draft designs are made, rough budgets are made, local plans are approved, consultations are issued, and technical studies as well as construction maturation is carried out.
